Is there a way to make actions for PSE?

Is there a way to make actions for PSE? I want to duplicate the frame on this picture but I don't want to do it to each and everyone. If I did, then the shadows and the size of the logo would be different in each picture. I would hoping for an action that would just be one click and be done.

You can't write actions directly in PSE, only run 3rd party actions, but there is a way to write them in CS4 so they will run in PSE which is what a 3rd party action is.
