Like a physical filter? Or instagram filter? What makes you think either type was used?

Looks like the "1990's Filter Effect" to me...

Just kidding...not really sure what you mean...the image looks low-resolution, as if it was shot using a low-grade lens system. The image lacks reallty crisp, clear rendering...as if the lens used was... modern, yet low-grade. There also seems to be some distorting of the image: her fingers seem to be rendered awfully small in size, compared to the rest of her.

You can achieve the same look by playing your old VHS tapes on a television with a tube, and taking a picture of the 80s commercials you've recorded.

This is a common issue that many young people have these days since most of there photos go through Instagram.

Looks like a Missed Focus filter. It also might be Cheap Soft Import '60s Lens filter.

Start with an in focus image and apply a 1 pixel Gaussian Blur. Done. Oh wait, don't forget the cooling filter (82) on the background light and the warming filter (85) on your key light. Or you can do as braineack suggested and display the image on a non HD TV then take a picture of it.

Welcome! It looks like a "soft focus" filter.

I'm undecided between a low-MP cellphone picture or a soft-focus filter...could be a super cheapo UV filter, too. The noise in the background leads me to think it's an early cellphone shot.

I'll also assume it's a close up shot with the subject 'leaning in' and it's shot with a somewhat wide-angle lens, thus reducing the apparent size of the subjects hands. As for slight reddish-orange coloring, that could easily be accomplished with just about any post processing program.
