Kinda lost in color correction

Hi everyone !
I am kind of hitting a wall when it comes to color correcting on video footage (And photos too by that matter)
The method I'm currently using is a basic contrast/brightness check with the levels graph of Premiere Pro, then increasing saturation here and there with the three-way correction tool.... maybe adding a little tone
But I'm far from satisfied with my results, also the fact that I'm colorblind isn't helping at all !!! dammit! :grumpy:

I would like to know how to achieve such a look :

There seems to have low contrast (blacks aren't really black) some grain maybe (gorilla grain?) and concerning the colors I have no idea where to tweak to get this pastel-ish look...

I have been trying to decrease the blacks of my films but it looks terrible.. and just playing around with the saturation isn't satisfying, it feels too automatic and quick to be the right thing to do (or only thing to do)
