Level always slightly off on a tripod... hElp!

Just bought a relatively inexpensive tripod(not the cheapest one though) at a respectable photography store, LOVING IT.
The only thing bothering me is the level: it is always slightly off the center. It looks like a button made of transperent plastic, there is a red circle in the middle of its top and a little air bubble in it. So the air bubble is never exactly at the center, it is always slightly off, BUT there is a little metal stud on the bottom of the level, and you can see it reflecting through the air bubble while it is within the red cirlce. I thought this meant that while the reflection of the stud can be seen in the air bubble, it is *acceptably* off, but not sure, can anyone comment on that? I went back to the store, all the other tripods were like this. I can still return it, but not sure if I should.
