Resolution is not file size, it's pixel dimensions.
You cannot control the print size, because there is software that can up-res the image files.
What you can do is limit the pixel dimensions, to say 500 x 700 pixels, which is a 7:5 aspect ratio.
However, your camera likely makes images that have a 3:2 aspect ratio, which would be a 5 x 7.5.
Next you need to consider print resolution, or pixels-per-inch (ppi). Your customers can change the ppi of the digital file.
A 500 x 700 px image set to 100 ppi will print as a 5x7 print.
a 500 x 700 px image set to 200 ppi will be a 2.5 x 3.5 print
