I don't get the sense of assembling a thousand-ton cylinder somewhere and then deciding to send it down the highway to reach its destination. Maybe this is kind of an ignorant question, but why not build it where it belongs?

With projects like this...they weigh their options of building it and shipping it vs. setting up a shot to build it. They obviously thought it was better to build it here in Edmonton and ship it to Suncor in Fort McMurray. The company that built it, Dacro, have built quite a few very large vessels for Suncor.
