There is a plugin called Pixel Bender made for CS5.
I've been using it for a short time, and I've been having a ball with it.
Very easy to use, and I think some fun results.

Wow, I have to say it that you have done a great job turning photos in to painting. Can you share some ideas that how you have done it so perfectly.

Besides, since this thread is TWO YEARS OLD, and the OP hasn't posted anything at all since December of 2010, I think it's unlikely he'll be adding any more insight to this thread.
 
Several years ago when Sx-70 polariod film was no longer available I tried using the liquid filter to give a similar look to images. That was long before cs5,

Use plastic wrap first then liquid filter. It was fun but i was never happy with the color palate, just didn't come close to sx-70 film
