So why is the red line in different places? Hardly any sort of reference is it. Sure you're not being fooled by it?

it appears the image was just rotated to make the tower vertical.

Tilting an easel won't correct an uneven horizon or out-of-plumb vertical structure. All you need to do is rotate the easel (or rotate the negative carrier if the enlarger has that capability).
