By the title of your post I can sort of feel what you are going for and can feel the dramatic intention but I think the location doesn't fit the theme--it looks like a lake shore where happy, carefree times are had. And the processing feels too dark (mood-wise) for your theme. With a location change and a different approach to processing it could work well.

The post processing stands out way too much, and not in a good way.

I do like the direction of the picture and what you were going for, but there are too many little things that hold the picture back from being as good as it could.

I like the shadows on the flag, but other than that the lighting seems distracting in the most places.
