No... what happens to metal in a microwave is different. Microwaves actually create an electric current in the metal, and sparks form when the current in different in different parts of the metallic object (due to effects like uneven distribution of waves in the oven or internal resistance in the metal). It doesn't have to do with water.

the way I was explained how microwaves worked was by making the electrons in water move like crazy. Making friction them heat up.

Microwaves actually cause the water molecules to rotate. The friction comes from the damping effect of adjacent molecules.
Solids don't get hot because the molecules are locked in position and can't move. No movement = no friction.
This means that microwaving ice won't melt it. It does eventually because of natural melt water on the surface gets hot which in turn melts more ice. But if you kept the inside of the microwave below zero nothing would happen.
This is why frozen food can be tricky to reheat.
