ND64 filter?

I used to have ND16 filters to prolong shutter speed but I need to get a new one for a new lens at 77mm. I am not sure what brand to get since their prices vary quite a bit, so I wanted to use a known brand as a bench mark and see how to make this judgment.

I was then looking at B+W and they don't seem to have ND16(104ND). They only have ND8 and ND64(106ND). I know that ND8 isn't enough for me, but I am afraid that ND64 is way too much. I typically use it for making water look silky, such as rapids or waterfalls. Sometimes I use it on moving objects such as traffic in day light. ND16 seems to work fine now.

So is it worth trying ND64? Otherwise, what brands are decent for ND16?
 
As long as you're gonna spend the money, why not spring for a top-shelf VND?
 
Well that sounds like a good idea, but I simply have no idea what to choose from. I see some that are dirt cheap which I will avoid. There are some at around US$140~160, and the B+W ones are around a $300. It does sound like a good idea to get a VND since a ND16 also costs at around $140, but I just don't know.
