Need help choosing which to submit!

I recently started the program at NYIP. For my first project I had to submit three photos, one of which was to show 'motion'. I 've got the following two photos - the first is a traditional 'stop action' fast shutter speed and the second is a slow shutter and panning. Which one do YOU think I should submit?
