Need help in switch from prosumer to dslr

My understanding is that kit lenses (as the norm) are not very good. I think Canon's Rebel kit lens has plastic optics. I heard this once, but have never checked it out. Spend as much on the lens as you would the camera. Would you buy a Ruger No.1 rifle and put a Tasco scope on it? Hell no.
