Seriously though, it's just that he's holding his hands much like the German Chancellor does when speaking in public. The added joke is that Mrs Merkel was in The States recently to complain about phone tapping, and to get around without being followed when there she took on this disguise. However, old habits die hard and the hands were a bit of a giveaway
