Night photography, C&C please

Might be because I'm browsing on an iPad, but the image is very underexposed to the point where I can't tell what I'm looking at.

I really like the concept and I think the location is great. But I think you would have benefited from moving closer to those lights to get a better exposure. As it is now the lit portion is too small to be very interesting. Just my initial thoughts. (Also a longer shutter speed to blur that water more would have added a cool ethereal feel)
