I agree with you that the first is better. Simpler and more focused as far as the subject goes. The second has too much going on. This is the B&W I made at the same time. Someone mentioned it so I thought I'd post it for the heck of it.

The first one is indeed full of win. I'd consider a B&W conversion for a different type of goodness.

The "work safety" aspect of that photo is striking . Safety scaffolding (a-hemm), safety shoes, and a busy safety "manager" .

It's common seeing people digging ditches with a pick axe while barefoot, or working on a skyscraper with no hard hat and sandals on while balancing on bamboo scaffolding 3 stories high! They will even mix and pour concrete barefoot....

I think both are terrific.
Have you considered darkening the grey of the blocks in the background so that it doesn't compete with the figures for the eye?

I edited these in Raw so I might have another go over the file. Keeping the colors bright, details in textures while maintaining exposure is a difficult balancing act with this because it's direct sunlight. Any suggestions?

I'm not a LR expert and LR wouldn't be my tool of choice to edit only the highlights of the blocks but you could try pulling down only the highs in the develop module and see how that works.
