Old canon metering?

Ive got an old canon TL and the meter confuses me. All i see in the viewfinder is the matchstick needle and a circle. Am I correct in thinking that The exposure is accurate when I stop down or open up until the needle is on the circle? P.S. there are no other markings in the viewfinder.
