Plenty of places in the world that were British colonies and they don't speak in British accents! He's educated in Britain and moved out there a couple of years ago, think he's from North London, but forget...

It's not that former british colony == british accent. But most european countries maintain some sort of relationship with their old colonies.

So it's much more likely in hong kong that someone will have been educated in the UK -- or that perhaps their family will have moved there.

Not sure if you've ever been, but Hong Kong definitely isn't british. But if you go there you'll find all sorts of cultural relics from the colonial days that people picked up. Cars drive on the left hand side of hte road, that kind of thing.
