Had my camera with me in a parking garage and took this

Well, it's certainly interesting. I think it'd be a lot better without that bar along the bottom, can you edit that out by any chance? Which light is the main focus, I can't figure it out, my eyes dart back and forth between the two. Could you shed some light on the subject?
