ya have some blown out sections there. the buildings are well exposed, i'm betting an HDR shot will work well here if you can redo it.. the only challenge there will be the moving people

I'm not a big fan of HDR, but a shot of city hall where you can't see Billy Penn seems like heresy! Maybe just enough HDR effect to bring him out? Also, it may be cropped a little too tight on the bottom.
