Photography in Low light

If you are going to be 20ft+ away from them then you will have no problem with using the largest aperture you can without having someone out of focus.
 
Getting the house in the background in focus too will be a problem though.
 
You are using a small focal length lens (i.e., 50mm) and focusing 20 feet away -- you don't have to worry about f-stops in this scenario. You're going to get depth of field whether you want it or not. For shooting kids under streetlights, try f/4 @ 1/60 @ 50mm. If you go wider than that, like 28 mm, then you should be able to get away with 1/30.
 
Ultra Wide Angle lenses. You can shoot wide open with them and still have a pretty deep DOF.

Shooting at 10mm @ f/4 shouldn't be much of a problem at all.

There's always the option to do a composite image since you're shooting on a tripod. You can take one exposed snap of the people, then set to expose for the house and then put them together in post.
