Question about reading lens specs.

Hello TPF! I'm somewhat new to photography. I own a 17-85mm for my t3i, and I bought it not really caring about the focus distance. Recently, I have been looking at the Sigma 28mm f/1.8. It says that the minimum focus distance is 7.9". When it says this, does this mean 7.9" from the front of the lens, or 7.9" from the body? Please help

There should be a focal plane mark on top of the body.

Yes - what dxqcanada said. There should be a mark on the top of your camera somewhere. A small circle with a line through it. That is where you would measure from.

7.9" is pretty close. On EOS bodies, the sensor is 44mm (1.7") from the mount ... and that lens is about 3" long. SO - from the sensor to the front of the lens is about 4.7" - with a minimum focus distance of 7.9", you should be able to focus on something roughly 3.5" away from the front element. (I added a little because the length of the lens includes the mount, which would be inside the camera when mounted. And that's just an estimate anyway - still pretty close though.)
