Question how to get a picture to look like this...

Ive seen similar pictures to this and I'm just curious how it's done.

Photoshop filters or some other photo software with filtering affects

I'd reckon contrast up full, saturation down to about -90 and a sepia like warming filter with the opacity turned down (or stand under a biege light bulb).

It almost has a sketch look to it as well. A grain filter.

It being indoors I'd bet it's mainly just the high ISO but I could be wrong. That's certainly a way to get the effect.
