Be smart. W-A-I-T until they are of age. This is a point to determine if you have scruples (see entry #1).

something about this topic is bugging me, i see why it would be a problem professional, but as a friend, i find it no differently then if you were at the beach and you took a picture of two girls.

i guess maybe thats because I AM a 17 year old guy? I'm not sure, I just feel like its nothing moral, or ethically wrong, they are not doing anything illegal nor are they 10 year olds.

If they were at a beach, they would be in public.
If they are minors and the pictures are taken in private, the parents, with the help of the law, can make an enormous problem for the photographer.

repeat, enormous.

I have a feeling that you're going to shoot this anyway, but the fact that she's 17 still makes her a minor. True it is an underwear thing and no genitals are going to be shown, but why risk it or even the "idea" of something else.

If you want to see little girls jump around in their undies, you're already taking the risk of just being there. But don't break out the camera until she's 18. 5 year olds, 10 year olds, 15 or even 17 year olds are still legally minors. They can still cause big trouble.

Also, don't kid yourself to think that the parents will not find out. They'll show a friend the shots who will show another friend and somewhere down the line, some friend will have the since to tell her mother; "Some guy took photos of this girl I know..." and that parent will do the right thing.

Now... strictly speaking as a father who has taken photos of ADULTS once in his career that would make you blush, I would hold absolutely no sympathy for you at all and would prosecute you to the extent that you would never be allowed anyway near a child. I'm not saying this because I dislike you, I do. I have followed some of your posts here. I also think you're doing the right thing to ask our opinions. But there will be more chances later on if you feel that being a red blooded male, full of testosterone, photographer that you are just need to take booty shots.

Wait. It's not worth it right now.

Dude... I know you are! I've been there, and on certain days, I am still torn between what I want and what I know is right. I think (without getting into a big non-PM discussion with you here) you should go and re-read your blog and start asking yourself the questions that you probably already know the answers to [your little moral/legal issue].

Sometimes you have to "walk the walk", not just pretend you do. And you know what I'm talking about. ;o)
