Quick Links isn't working

First, I noticed there are no pull-downs on any of those links at the top.When I click the 'Quick Links' link, the screen reloads and the Quick Links options is gone. Also, none of the smilies are working.Is it just me or my computer? or is something up with TPF?

From some posts I've read on the test forum and some threads, it seems there's a problem - the mods are aware of it and are working on it

Okay. I was noticing this too, so I tried the other computer but the same thing happened. None of the links or smilies are working at all for me, and copying and pasting a smiley doesn't do anything either.
