Recommend a cloud photo site

Your best bet is a synology server. They are cheap and easy to set up. Cloud sites for photography are too expensive.

Impossible to say. It depends on what you buy. B&H sells them. Then you have to buy hard drives.

Not to seem confrontational, only seeking information: You state bluntly that's going to be cheaper than cloud sites, a statement which I find very appealing. Obviously, you must have some cost-per-each information already to make such a claim, so it seems reasonable to ask you to give us a reasonable estimate based on that knowledge and that claim.
