Recommend a great low light video camera with 60p

Hello all,
I am upgrading my camera system and have about 3k to invest in a new or used camera that has great low light capabilities. It's been hard for me to find a camera with all the features i want, but i am looking at the Canon XA20, or something in the sony line around the $2,500 to $4,000 mark. Can anyone provide a suggestion? From what i hear DSLR is great if you shoot still and video, but i would be using it for video 95% of the time.

Features I want:

1080p at 60 fps
Excellent low light performance
Flash or SSD storage
XLR input
headphone out jack

Also, I see the canon XA20 is rated at 1.2 lux. Is this pretty good or are there cameras that go even lower within my price range? Thanks in advance
