Removing Ugly Highlights

I have what I think is a pretty good photo of a Chairman Mao statue, but after some editing in Lightroom he expressed displeasure over a light blue highlight wrapping around his body.

I'm a bit of a photo editing novice and have never encountered this problem before. The photo is good overall but these highlights ruin it. Any way to fix this?

That's not a highlight. It's a digital artifact known as "fringing".
