Resolution Question

Is there anyway to make an image that is like 1024x1068 to 1081x139 (Banner Size) but keep the whole image in ratio? I want to make a web banner using a photo that was taken but I just know if it possible.

No. Doing so would interupt the space|time continuum.

You're going to have to solve this problem creatively, not technically. Either resize the whole image so it's not bigger than 139 pixels high and then find something to fill in the rest of the banner to the left or right, or resize the whole image so it's 1081 pixels wide and then crop out a slice 139 pixels high (losing everything else). Some combination of the two would work too.
