The white balance looks off, towards the green/blue spectrum. Although the subject itself is boring, it might have helped if the bottom half of the picture wasn't empty space. I'm thinking have the bridge near the bottom of the photo, with the plants and foliage in the background. Also, the bridge being the main subject, doesn't seem quite in focus.

I rather like the shadow of the bridge on the green algae in the water. I think if you had shot the bridge from a different angle, say a bit more from the left that it would have made for a more pleasing image. I also think that a slight bump in midtone contrast in PP would also help the image's overall color.

While you may be following the rule of thirds, the composition doesn't work for me. The bridge is too high but you may have been stuck with that angle if you were shooting from a bank. The only thing I would do is straighten the bridge out a bit which also ends up requireing a crop.
