Shooting Refraction and Distortion From Glass

Hi!

I don't know if you are all familiar with the Brothers' Quay Street of Crocodiles (it's a really good movie; you should check it out if not!), but the way the use layer of glass and windows is really phenomenal, and frequently results in a distortion effect such as those seen in the photographs I have attached.

What is the best way to achieve the distortion and refraction with glass? I think a lot of it can be made possible by using a shallow DOF, but how exactly would you achieve the fringing and glowing as seen in the first photograph?
