How can the soft touch similiar to the Canon soft touch lenses
be acheived in Photoshop?

Whilst I don't own any "soft-touch" (soft-focus?) lenses there are some good soft focus actions at http://www.1clickactions.com that work well. They include a few varieties so ther emight be something that is useful.

Action Central is another option.
