Now sadly I have no chance of making something so complicated in the next few years.
I had an idea of a simpler model which would might work as well.
Get a tripod head mount like this
Folding Alloy Z Type Tripod Flex Pan Tilt Camera Head Stand Bracket Mount Black | eBay
and attach it* so it can only move in one direction and use it to move the camera up and down a cut down crutch (the hospital does not want them back).

*Not sure how any clever ideas?
