The tower could go either way but without the tree, it's just another bit of cascading water. The tree brings your attention to the main part of the falls.

I agree about the tree in the foreground. Not only does it draw the eye to the main part of the falls, but it provides perspective and scale to the image.

I find that distant tower way too small an element in the frame to be a distraction.

I was shooting from the Canadian side so assume that is correct.

I love the tree in the photo and the tower is iconic in that area both belong as shot.
