Never mind the taxi....what exactly is going on in the foreground with the person and the baby or doll or whatever that is???

An intriguing image. The figures in silhouette command our attention because of the posture of main figure and the horizontal orientation of the smaller figure which could be a child or a doll. The background is in focus (two taxies, and there is an ice cream parlour (interesting use of the word "Saloon"), in both English and a cyrillic lettering language (but apparently not Russian). I would guess that this was taken in Bulgaria, probably in Sofia. The ambiguity of the foreground figures implies an urgency, but it doesn't seem to be communicated to the rest of the scene. Yes, what is going on?
