The Bicubic Way Sharpens

In Photoshop, I found out that when I use Bicubic Sharpen, the picture sharpens. That is normal. But when I tried Bicubic Smoother and the ori Bicubic method, they also sharpen the picture (I could see halos). Is there anyway I could stop Photoshop from sharpening. On photographs, it is normal, but on graphics, I am slightly unhappy with it. I was using them to anti-alias the pictures (I don't find any other ways to anti-alias other than upsizing then downsizing). Any thoughts? Can you recommend me any free actions/filters to anti-alias pictures without them sharpening it? Will other anti-aliasing techniques sharpen too?

Photoshop is a raster graphics application (bit mappped pixels). Raster graphics have limitations when it comes to scaling them.

You need to do your graphics using Photoshop's vector tools, or a vector graphics application (mathmatically described lines). Vector graphics have virtually no limitations when it comes to scalling them.

Adobe Illustrator is a vector graphics application.
