So, this is a wire mesh figure in front of a building called The Bow. Here is another view.

The "wire" is more rod than wire. It is easily robust enough to climb on. But a guard is on duty just inside the door to keep people off it.

It's fascinating to me how those rods were shaped and assembled. Most likely it would have been impossible without computers.
