Since these images are both off of the Topaz Labs blog, I'm guessing that they are examples of what you can do with their software.

Do a YouTube search for Glen Dewis, he is the photographer/editor. He has tutorials on YouTube to get these exact results. Unless you have the Topaz Details plugin though, it's not going to do you a whole lot of good. There are ways to do it in Photoshop alone, but they are more involved.
