1/1,000 sec @ f5 doesn't do much for DOF. In this particular shot, the rather sharply defined bands of buildings in sharp focus and blurred is a distraction.

I think he/she was going for a tilt shift effect, which came out pretty good.

tilt shift indeed, this is a photo of male in the maldives taken from a sea plane!
