Those guys weren't police, they were Community Support Officers, who have no powers of arrest.

You hardly see a real policeman on the streets now. They are all back at the station, filling in forms, and most of the complaints of harassment in the UK photography magazines are about CSOs who don't know the law. Their limited powers are set out in this Home Office document.
 
Interesting video.

The Community Support Officer clearly doesn't know and had not made himself fully aware of England & Wales Law. His only recourse of action might have been to ask for the videographer to move on, if he was causing an obstruction or causing a public nuisance.
