Using luminescence in DPP

I use DPP to process my RAW files and have been playing with the "luminescence" adjustment rather than "rgb". I have noticed though that it is not available for all my pictures. What would be the reason for that?

What are the circumstances?
Surely there has to be something different about the files for this to occur.
