Its called Vista House. It overlooks the Columbia River Gorge in Portland, OR. I dont really know exactly what that place is to be honest. Its a great spot to see the stars though. As far as a stop lighter, I tried different stops and I like this the best. I have a shot a little darker as well just for comparison. Its at the other side of the house and the stars were very different.

It is great vantage point for views up and down the Columbia. If I remember correctly, it is also used as a visitor centre.
