Wacom Tablet Issue

I have the Intuos 3 6x11 tablet. In the past week I have come across an issue that wont go away. For some reason when I am editing and I click on a program outside of PS, then come back my pen freezes :thumbdown:. It will move around and hover. But when I touch it to the pad to make a brush stroke it just stays stuck at where I touched it down. The mouse still works fully and will do the brush strokes with no problem.

I usually just click around outside of of PS with the pen some, then try and try again until it starts working again. I tryed replacing the tip with a new one, but still the same deal...
