I don't think you will find that for $30-40!

My honest recommendation would be to tell her to just use her phone.

I know getting something that can shoot RAW will most likely not going to happen.

She needs it for a camp that she volunteers for doesn't allow you to carry your phone. They used to, but people were to stupid to not be using there phones constantly, so no phones for cameras.
 
The cheapest raw camera I could find is a Nikon P330 and that's only 12mp and around $140.

I HIGHLY doubt you'll ever find a camera between $30-40 that can shoot raw and has 14mp. Won't happen.

You can get a Nikon D40x under $100 and possibly with the first 18-55 kit lens. Its only 10mp, but it can shoot raw, has APS-C sensor.

It doesn't have to shoot in RAW, just thought it was worth adding. DSLR would be too bulky for her, or I would look into it.

I've got a Canon Poweshot Elph 100HS in blue that I'm trying to sell for $40 (plus shipping). It's been a phenomenal little camera, but I find myself not using it anymore. Camera, battery, charger, and 1 gig SD card. Canon really nailed the pocket point and shoot. I'll get pics when I'm a little more awake.

I even have a custom knit sleeve for it to protect it from bumps and scratches in my bag/pocket. Included gratis.
