Website problem

Need opinions and advice from people who are web savvy.

Not my website problem, but my parent's company's website.

The company is based in Taiwan, so is the server. We actually own the server and registered the address with a local ISP as say http://www.blahblah.com.tw

Then I signed up for the address BlahBlah.com :: Dare To Have An Opinion ® | Domain Hosting | Blogs | Forum | Chat | Radio | Games | Drawboard | Email (without the .tw) with godady.com.

Now, people can access the website fine within Taiwan. However, when I try to access it from overseas, it just says server not found. Also, when I type in the non-.tw address, it links itself to the .tw address, so can I assume that the link between the addresses have been established, but for some reason, the ISP isn't allowing overseas access? What else could it be and how can I get it resolved?

It should be www dot blahblah dot com SLASH tw, not DOT tw.

Wait, blahblah.com is just a name I made up, I guess someone already owns it.

No, it's .com.tw, not slash.

Ok, the real address is www.cathaycoating.com, and it should be linked to www.cathaycoating.com.tw. Right now, if I click on the .com address, it will link to the .com.tw address, but says server not found.
I am accessing it from the US. Everyone who tries it within Taiwan can see it fine. If you are from areas outside of Taiwan and US, do you mind help me try it? The main page should be a photo of a thick red paint pouring down. Thanks!

Could it be due to China blocking access to Taiwan websites?

I don't think so..... It was fine until we had to completely swap out our server hardware. We essentially got a new server and transferred the website over. It hasn't worked as it should since. That's quite a few months ago.
