What is this?

Hi I'm new here and I found this(Imgur: The most awesome images on the Internet) tripod in someone's garbage and decided to take it, in the box was this thing with a ball joint on one end and a claw on the other, pictures below.

Does anyone have any idea what this is or what it's used for, thanks so much.

Looks like a small, table-top tripod with a low-capacity, simple, friction ballhead on top.

Looks like a mini table tripod. Did you try pulling out the legs?
