I spent too long trying to do this in photoshop about a week ago. I was going to look up a tutorial..then couldnt think of the proper name. So if anyone could give me it i would love you forever. I'm sure its something that everyone knows..just not me!

Actually not hard to do. Open a new image. Bucket fill it with whatever color, copy and resize and paste the images you want on it.

Collage, for the most part you can do it in photoshop but it does tak a little time.
I have this software and have had it for quite some time and has been helpful.
http://www.lumapix.com/index.shtml download a free trial , have a feeling you will like it. I would just go with the basic model for now they let you upgrade easy enough as your needs progress.
