Yeah, looks like a deteriorated wasp nest to me as well. That gray color is why I say that--it's exactly the right shade. We have a lot of those awful things around here.

It is indeed the remains of a wasp nest @ the base of a Weeping Cyprus. What is scary, is that when we cut the lawn, we mow in close under the bottom branches not knowing this was in the tree.
