when I open a j peg in elements or cs3 the resolution drops. For example you can see the little square pixels even when zoomed out. It looks pixelated in some areas. When I save and open it in windows media it looks ok and smooth.

You might want to check that your colour depth is set to 32bit (or 64 if you're running 64bit machine). Sometimes *esp if running an older game that crashes* your setting can end up stuck on a lower value and that will affect what you see.

That would be my first check - though it should affect everything and not just one program.
