Which printer to buy for my d70?

Everyone, I need some help.
I would really like to purchase my own printer to do my own prints, but I have having a lot of trouble deciding on a make and model. I know absolutely nothing about print quality, paper quality, dye-sublimation vs. ink dot, etc. I suppose I have about $400.00 to spend. Is thsi enough for a great printer?

I like landscapes and wildlife photography, and in the past with my d70 I've ordered 11x14s. i would like to print those and maybe 1 or 2 steps above that size, like possible 13x19 or similar. Is this possible with a $400.00 printer, while maintaining excellent image quality?

I simply don't know. I've heard epson and canon are great. Fill me in please. Let me know if you need more information. I'll be shooting in RAW mode a lot.

Is it worth buying a used printer on ebay? What about insurance/warranty (extended)--worth it?
